BCC-NL assessment: China’s battery-related export controls

BCC-NL, together with the Business Intelligence Working Team and colleagues from RVO, the Netherlands Materials Observatory (NMO) and Brainport Development, has prepared a new assessment of China’s battery-related export controls and their potential implications for the Dutch battery ecosystem.
Against the backdrop of rising U.S.–China trade and technology tensions, China announced new battery-related export controls in October 2025 through MOFCOM Announcement No. 58. Although the measures emerged in a U.S.–China context, European and Dutch organisations may also be affected where their supply chains depend on Chinese suppliers.
The publication explains the scope of the measures, the licensing process and the potential implications for European customers, including additional documentation requirements, longer lead times and increased supply-chain uncertainty. It also reviews the current implementation status, using 10 January 2027 as the provisional planning horizon, and draws practical lessons from recent Chinese export controls on rare earths and permanent magnets.
The aim is to help Dutch organisations better understand their potential exposure, prepare relevant information in advance and identify possible supply-chain risks.
If you have questions about the publication or its potential implications for your organisation, please contact Valerio Gulino, Battery Intelligence Lead at BCC-NL.
