The battery sector is growing rapidly and plays a crucial role in the energy transition, electrification and industrial innovation. BCC-NL is the national public-private organisation that supports the development, growth and strengthening of the Dutch battery value chain. We connect companies, knowledge institutions, governments and the manufacturing industry to accelerate innovation, knowledge development and industrialisation.

Within this context, the Human Capital programme develops and implements a multi-level ecosystem approach to ensure the Netherlands has sufficient, well-trained talent. Knowledge institutions safeguard the strategic direction; as Programme Lead, you ensure operations, connections, initiation and implementation within this broad context.

The Role

As Programme Lead Human Capital, you will drive the set-up, coordination and strengthening of the Human Capital ecosystem within the National Growth Fund programme Material Independence & Circular Batteries. You will work in a complex environment where companies, governments, education and knowledge institutions collaborate intensively.

You will create strong links between the programme’s strategic ambitions and the practical implementation of interventions. You will do this together with project leaders from knowledge institutions, such as ACE Mobility, and an expert group specialising in both battery technology and human capital.

What will you do?

1. Network Development & Community Building
  • Build a dynamic Human Capital community within the BCC-NL cluster.
  • Connect companies, educational institutions, government and other relevant stakeholders.
  • Facilitate collaboration and knowledge sharing within challenge-based learning communities and pilot environments.
  • Explore international Human Capital initiatives in the battery sector and translate successful best practices from Europe and beyond into the Dutch ecosystem.
2. Programme Management & Project Execution
  • Coordinate the implementation of the Human Capital programme (HCA).
  • Lead prioritised interventions and develop new activities.
  • Organise workshops, networking sessions and events around HC challenges.
  • Monitor progress, results and impact; adjust where necessary.
  • Safeguard output, quality, progress and budget.
  • Advise on deviations from project plans or unforeseen circumstances.
3. Project Evaluation & Further Development
  • Continuously improve interventions within the cyclical approach of the Human Capital work package.
  • Translate new developments within the broader NGF MICB ecosystem into concrete Human Capital actions and interventions.
  • Provide recommendations for implementation within knowledge institutions.
4. Professionalisation & Innovation
  • Stay up to date with developments in human capital, educational innovation and the battery technology sector.
  • Propose improvements to methods, processes, agreements, systems and tools.
  • Contribute to reports, presentations and publications on progress.
  • Represent the HC theme within the BCC-NL programme office.
  • Identify and acquire new projects; develop project plans and organisations.

Who are you?

We are looking for someone who:

  • Has experience in programme management and/or complex (triple helix) collaborations.
  • Has experience leading subsidised human capital projects.
  • Is strong in stakeholder management, connecting and community building.
  • Combines an analytical mindset with a hands-on approach.
  • Has affinity with human capital, educational innovation or labour market development.
  • Feels comfortable in an innovative, dynamic and multidisciplinary environment.
  • Proactively identifies opportunities, takes initiative and creates structure.
  • Knowledge of battery technology or deep-tech ecosystems is an advantage, but not a requirement.
